졸업선물은 학자금 빚더미뿐!
집안 사정이 넉넉하지 않지만 열심히 공부해 보겠다는 일념으로 정부 보증 기금으로 부터 2번의 학자금을 대출받았다.
하지만 이젠 학자금을 대출받는 것도 이젠 쉬운 일이 아니다. 등록금은 해가 지나면 지날수록 천정부지로 올라가고 있고, 인문계를 다니는 본인도 330만원이라는 큰 돈을 한학기 등록금으로 쓰고 있는데 공학계열이나 이학 계열 친구들은 그 고생이 오죽하겠는가. 게다가 신용기준 또한 엄격하여 조금만 이자를 늦게 내더라도 다음 학기에 등록금을 대출 받는것이 어려워 지는 것 또한 무시할수 없이 고통스럽고 힘든 점으로 다가올 수밖에 없다.
결국은 이러한 대출로 인해서 소득을 얻는 것은 은행 뿐 이다. 각 대학에서 거래하고 있는 은행에 이자를 내게 되고 그 돈은 고스란히 은행 입으로 꿀꺽 들어가게 된다. 일선 은행들 또한 정부 학자금 대출 포털과 같이 학자금을 대출해 주고 있는데 그곳 또한 만만치 않은 금리를 요구하고 있다. 이렇게 대학에 한학기, 한학기 등록할수록 부모님이나 자신에게 한숨만 나오는 것이 지금의 현실이다.
그렇다면 이러한 높은 금리를 받는것은 좋다고 하여도 대출 대상자를 선정하는 방법 또한 복잡하고 어렵다. 아래의 표는 대출 종류별 대상자 선정방법에 관한 내용이다.
대상자 선정방법
가. 이공계무이자 : 대출자격 요건을 충족한 이공계 학생 중 저소득층으로 선정
나. 저리 2% : 대출자격 요건을 충족한 비이공계 학생 중 저소득층으로 선정
다. 일반(7%대 예상) : 이공계무이자와 저리 대상자를 제외 후 학업성적 및 가계소득에 의거 선정
대출 자격요건에 충족한 학생은 어느 기준에서 나온 것인지, 그리고 이러한 기준 또한 얼마만큼 객관적이고 정확한 것인지 알 수 없다. 그러니 대부분의 학생들은 울며 겨자 먹기 식 으로 7% 이상의 이자를 고스란히 내고 있다. 물론 시중 은행에서 일반 대출을 받는 것에 비하면 아주 적은 금리로 돈을 빌려준다고 생각할지 모르겠다. 하지만 부모님에게 손 벌리지 않고 자기 스스로가 해결해 보겠다고 학교를 다니는 가운데서도 주말동안 부지런히 아르바이트해서 학교생활을 하고 있는 학생들은 일을 열심히 하면서 갚아도 힘든 것이 현실이다. 이미 학생들은 최저시급도 조금 못 미치는 적은 돈을 받으면서 일하고 있으니까.
정부에서 나서서 대학에서 공부하고 싶은데 경제적 형편으로 인해 꿈을 접어야 했던 어려운 학생들을 위해서 학자금을 빌려주고 진심으로 그러한 대학생들에게 부모님과 같은 마음으로 장학 혜택을 마련해 주는 것이라면, 좀 더 발전된 정책을 구상하여 모든 대학생들이 높은 이자에 부담스러워 편한 마음으로 학자금을 빌릴 수 없었던 것들을 이해하고 변화 시킬 수 있게 해주어야 한다. 그러한 것들 속에서 지금의 학자금 대출 이자는 인하되는 것이 당연한 것이다.
대선 후보들은 이러한 것 대학생들의 목소리에 얼마나 고민하고 계실지 의문이다.
